School Education Department, Government of the Punjab is implementing the “Getting Results: Access and Delivery of Quality Education Services” (GRADES) Project with the assistance of the World Bank for improvement of the school education sector in Punjab for human capital accumulation. The project aims to increase girls’ and boys’ participation rates in pre-primary to elementary grades and enhance retention and completion rates, improve the quality of teaching and learning, and strengthen sector management by providing need-based training, system rationalization and experience to indicate their interest in providing the services.

Project Management Professional (PMP) or any other relevant certification shall be awarded due weightage. Experience: Twelve (12) years of relevant experience, after acquiring stipulated qualification, in public and private sector national/international organizations including a minimum of 3 years of experience working in foreign-aided development projects in a similar role. Prior knowledge of existing data systems being used across the project. Familiarity with government school systems and field experience of public elementary schools. 2 | Head of Finance | Qualifications: Professional Qualification in the field of Finance and Accounts, i.e. CA/ACCA/MBA Finance/M.Com/MA Economics/ICMA or any other equivalent professional qualification. Experience: At least ten (10) years of relevant experience, after acquiring stipulated qualification, in national/international organizations. Professional experience working in Foreign Aided Development Projects in a similar role. Excellent knowledge of the World Bank and government procedures of financial management. 3 | Head of Procurement | Qualifications: Master’s/Bachelor’s degree (16 years of education) in management science / Engineering/Business Administration / Social Science/Law/relevant discipline from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. Certification in World Bank Procurement Regulations and Procedures shall be an added advantage. Certification/licensing/diploma holders in the field of procurement management i.e. CIPS, IDPM, USAID, APICS/ASCM/LUMS or other foreign institution shall also be an added advantage. Experience: At least ten (10) years of documentary verifiable relevant experience, after acquiring stipulated qualification, in national/international organizations, including a minimum of 3 years of specific experience working in Foreign-Aided Development Projects. Excellent knowledge of the World Bank and government procedure of procurement. Familiarity with government rules and procedures. Proven ability to work in a collaborative team environment. | 01 |
4 | Head of Communication | Qualifications: Bachelor’s in Civil Engineering/Architecture (16 years of education) or relevant discipline from a foreign or local university duly recognized by the Higher Education Commission (HEC) of Pakistan. Experience: At least seven (7) years of cumulative relevant experience, after acquiring stipulated qualification, in national/international organizations including a minimum of 2 years of experience working in Foreign-Aided Development Projects in a similar role. Ability to conceptualize design and implement project activities, including campaigns. Familiarity with government departments, donor agencies, and international standards and practices of high-quality content creation. Candidate with experience of working with the government departments and The World Bank would be preferred. Excellent interpersonal skills, teamwork, and communication skills.
